A water plant that was closed for three days after a massive chemical leak resumed operations at 2 a.m. Monday, local authorities in east Chinas Jiangsu Province said.

    The contamination came from an illegally discharge into the water supply at Yancheng City.

    Water supplies were halted Friday morning after the contamination was discovered.

    At least 200,000 residents had no tap water, the Yancheng municipal government said.

    Tests show the water was drinkable on Sunday.

    Local authorities said the pollution came from Biaoxin Chemical Co., which had released phenol into the river from which the plant gets its water.

    Police have arrested the companys legal representative, Hu Wenbiao, and Ding Yuesheng, the plant manager, the spokesman said.

    The private enterprise, which has fewer than 100 employees, was found to have illegally discharged waste water into the Xinyanggang River, the water source for the plant.
